Two wavespectra? Packaging?

I am just curious what the difference is between this repo and wavespectra/wavespectra? They both seem to be actively developed.

And why is this one not packaged (PyPi, conda-forge)? That severely limits how useful this is to others. I am a fan of the implementation and think the tool is pretty cool, but as is (without packaging) we can't use it. :(
