currently, only remotes for install-deps is installed to R_LIBS_ACTION, and requireNamespace()d from there, which provides the greatest isolation (so far, short of #212).

Might be worthwhile doing this for all the development helpers eventually, so that they search tree is never polluted.

But backlog.
