Rotation does not work near the edges of the map

Trying to rotate while the edges of the map (top bottom, antimeridian) does not work.

If you zoom out to show the edge of the map it also resets the rotation to North.

This appears to be a different issue from #458 as it is still happening on Android after pulling in that patch.

Have added Android label since @jfirebaugh said he couldn't reproduce on OSX.

Does Linux app support rotation?

I think I might have captured this already in #624 @ljbade. If so, close here and tag Android there?
