On MacOS, and (potentially?? ) other platforms. prod-dev and packaged are not setting up the browser application consistently. Resulting in app.webfetch is unavailable errors or 'update your ip', when this is in fact up to date...

This is actually the app connection being slow to start.

We should handle this via #893
