Update the dependencies to polkadot-v0.9.21

Acceptance criteria

  • deps updated
  • all compilation and tests pass
  • runtime upgrade on Litmus

We only need to update the client

Deprioritised because after double-checking, the polkadot-v0.9.21 update was only "high priority" to DOTSAMA validators, not parachains.

Plus cumulus doesn't even have 0.9.21 branch.

Move this issue to product backlog

Won't do.

We will update to v0.9.22 branch directly if applicable -- at least cumulus has such a branch already.
