Moving this to the Backlog as we'd still like to implement it but can't see that happening in the near future.

I'm very interested in working on this issue!

I'm an economics phd student (former software engineer) doing some work on open source innovation in an international context. Specifically, we're interested in getting information on individual downloads (timestamp and location) from the package managers.

Basically, we want exactly what is in this BigQuery PyPi dataset, but for as many languages as possible: https://bigquery.cloud.google.com/dataset/the-psf:pypi

It's more granular than this issue, of course, but it would be a solution to this.

Any thoughts on the feasibility of this? The folk at BigQuery mentioned the idea of doing this under the Libraries umbrella, and I think it makes a lot of sense.
