Only allowed entities can be requested to sign, and they are identified by id. Conditions like issue creator should match.

Blockquotes (> text) can be used as comment. (but not from middle of line; only from start of a line!)

Note 2: In the lists below, indent 0 should be - (1 space ahead), and indent 1 should be * (2 space ahead), like below.

참고로 sign-request 태그는 Issue Template를 써서 만들면 자동으로 붙습니다!
