Notifications telling me Chrome "is ready"

Whenever I open Chrome fresh, I get a notification in the tray about Chrome being "ready".

While clearly not a huge deal, it's a bit annoying, and I'd at least like to understand the mechanics behind it. It could be a background service Chrome spins up? But the notification has the title of the New Tab page in it (about:blank). I'm not sure how to debug further.
