Sometimes More Actions popover opens outside the visible area

Description

More Actions popover has logic to open either north or south from trigger button. On small wide screens it opens in weird ways.

Steps to Reproduce

1. Open Library List in a short viewport (I have 1280x450 px)
2. Have some items on the list
3. Open More Actions for first item -> observe it opens properly (to south)
4. Open More Actions for second item -> observe it opens north and most of the options are not accessible

Expected behavior

The popover should always open in such way that all options are accessible.

Actual behavior

Additional details

The logic that calculates north/south could work differently on different viewports, so you could need to try a few different sizes to reproduce it.
