Description

We frequently receive questions about how to do xyz with the IncrementalDataset and PartitionedDataset. These datasets were added a while ago and haven't been worked on by any of the current team members. To properly address the user questions and request we need to re-evaluate the user needs for these datasets.

There's also been demand for a versioned PartitionedDataset (see attempt: #521) but this wasn't merged due to indecisiveness. Update: this has finally been merged kedro-org/kedro-plugins#447

Context

This is the research ticket that needs to proceed all tickets collected in the Milestone "Something about Incremental- and PartitionedDataSet"
