Adding IPC/UDS - Unix Domain Socket Library

Adds Unix Domain Socket packages.

Updating development branch

Specifically this pulls in the portpicker. Unfortunately, this entire tree is tagged as being 1.x, because it was made before gomod was invented.

I'm giving notice here, though I think its probably in the README, the development branch is not covered by any semantic versioning.

Minor fixes for Go fmt directive build issue/ New development libs

Go changed compiler checks to now include formatting directives. This left some libraries unbuildable. These have been fixed.

Adding new development libraries. As with anything under development, this is none production code and may not build. Do not attempt to use it.
