Include an SBOM generator

Software-Bill-of-Materials (SBOM) are becoming more and more important nowadays.

Let's include an SBOM generator for PHP projects, so that users may generate bill of materials for their projects easily.
What do you think, does this make sense?

I'd propose the following composer plugin for this purpose: cyclonedx/cyclonedx-php-composer
