Prevent misconfiguration in due to unreachable telemetry server #126

when the telemetry server is not available (wrong config maybe) after configuration, the gem sets the client as configured. It should kept unconfigured status until first success report. Wrong config might be due to using RAILS_ENV=development when starting the app in production, then it try to reach localhost, and this won't respond.
