• Implement PrevoteCertificate and include it in the vote set reply
  • feat(code): Add polka certificate to VoteSync response #859
• When selecting a peer for a vote request, look for peers at same tip height; higher peers would not have votes for lower heights.
• Do not print rebroadcasting debugs when sync is enabled
