when we add the repo for Fedora 23 from http://packages.icinga.org/fedora/
It is being setup with a wrong BaseURL

What is being setup:
http://packages.icinga.org/epel/$releasever/release/

What it should be:
http://packages.icinga.org/fedora/23/release/ or similar

Not sure if other repos should be checked as well.

Nope, after reading a bit about yum there are environment variables set by yum. One of them is $releasever, and for some reason your system seems not to set it.

But this is not a bug with us

Also, we use DNF now instead of yum. I dont know if that does make a big difference but just so you know.

For some reason the icinga-rpm-release package contains the wrong repository files. The spec file inside the f23 branch is uptodate, but the package is not.

Fixed the package base url as well as the local gig key. You need to remove the faulty package and reinstall it. Tested it inside a f23 docker container, works fine.
