Give LMS instructors the option to hide all assignment annotations until a student has created a certain number of their own annotations #1644

The problem
Canvas discussion boards, and similar products, have a feature where students will not see the responses of other students until they themselves leave one or more comments.

We've received several requests for this functionality from our partners. Specifically, students are expected to see Hypothesis and the document, but not see annotations besides their own until they reach x number of annotations.

Solution
One solution might be to automatically engage the Sidebar filter, filtered on the student themselves, without allowing the user to turn the filter off until they've created some number of annotations in that specific assignment.
