Run muzzle gradle check for our instrumentations

Muzzle gradle plugin is directly versioned in OTEL instrumentation repo. There is a will to move it to a separate repo an publish open-telemetry/opentelemetry-java-instrumentation#1225, however it does not seem easy at the moment.

Ultimately we want to run muzzle in our build since we are modifying instrumentations. There might be two was forward:

• extract muzzle into a separate project Build and publish muzzle check plugin separately open-telemetry/opentelemetry-java-instrumentation#1225
• copy muzzle source code to this project.
