Executable PULSim jar file will not open in Windows 10 #2

Using Java SE 14, python 3.5.4, and py4J installed. The compressed folder rs_isg was extracted into the RailView-master/PULSimReleases/data folder. Yet the PULSim program will not open up, either the 0.9 or 1.0 version. No error messages are received. I have now tried this on two separate windows 10 computers to try to get around the issue with no luck. Is there some step that is missing on the installation page? I don't believe that this is a path issue.
