GHC 8.6.1 boot libraries missing from Hackage

The following boot libraries (which are bundled with GHC 8.6.1) appear to be missing from Hackage:

• ghc-8.6.1
• ghc-heap-8.6.1 (blocked on cabal bug)
• ghc-prim-0.5.3
• libiserv-8.6.1

Also, some packages are on Hackage, but are missing documentation, such as:

• template-haskell-2.14.0.0

Also, do you have more information on which cabal bug prevents uploading ghc-heap-8.6.1 to Hackage?
