A Nomad pack to deploy github action runners in Nomad.

There are a couple of projects mentioned here that have a Nomad example, mainly:

This could be accompanied by a webhook style operator to trigger the deployment/scaling of said runners, as explained here https://docs.github.com/en/actions/hosting-your-own-runners/autoscaling-with-self-hosted-runners
