remove false error when enabling dpcpp manually #1142

This pr removes the error message in the beginning of dpcpp/CMakeLists.txt.
Thanks @greole for pointing out this issue.
We disable the autodetect functionality when user manually set the corresponding flag on/off #1039 to avoid failure in detection.

When user set -DGINKGO_BUILD_DPCPP=ON, GKO_CAN_COMPILE_DPCPP does not have value.
I delete the error message from checking GKO_CAN_COMPILE_DPCPP

  • user set GINKGO_BUILD_DPCPP on, they may know the compiler features.
  • even if user does not know it, the following compilation should throw the error.

Another approach is always checking GKO_CAN_COMPILE_DPCPP when GINKGO_BUILD_DPCPP is on. Only GINKGO_BUILD_DPCPP is off, we skip the check.
