toggle_quick_terminal Not Working When All Tabs Are Open

Currently, when all tabs are fully expanded, the toggle_quick_terminal feature does not seem to work. Specifically, the issue can be reproduced under the following conditions:

All tabs are opened fully.
Attempt to invoke toggle_quick_terminal.
The terminal does not toggle (open/close), and no action occurs.

Is this the expected behavior? If not, are there any known solutions or workarounds to make toggle_quick_terminal functional in this scenario?
