There is an issue with the translations of the Order Notes that are not accessible and not registred for vendors that use another language than the default language. Which means that all sellers that do not speak the default language of the website will not be able to see the order notes nor to add order note (and if they switch their dashboard to the default language, they will not be able to understand the note).
if you have several languages, order notes are only visible when the seller is viewing the order in the default website language, but will not see any note in another language, even though strings are translated in WPML Strings:
And some strings are not foundable in WPML strings even after rescanning both template and all plugins:
If a vendor try to write a note fron his seller dahsboard that is in another language than default language: note email sent to customer but note not registered in the order in the seller dashboard, seems it works but when you visit the order again or reload the page, it desappeared

Actually, after more tests, notes will only be visible in the languages that the order was passed, so if the order is made in French, then got no note in the Dutch and English versions. Also in the French/Dutch dashboard which has the notes, they are displayed in mixed-up languages:

@imtiaz-pranto bhai, I have attempted to reproduce this issue but unable to create the blank note scenario when switching languages. Additionally, I discussed this matter with support, they confirmed that this issue has not been reported in recent cases.
Regarding the note translation case, Sohag Bhai suggested that we should not translate post-comment-type data, as this recommendation does not apply in regular situations.
