#9894 Add possibility to configure srs in StreetView

Description

This PR adds the possibilty to configure in providerSettings the srs to use. This is useful to activate some tools available only on certain projection (e.g. EPSG:7791, see #9878 ).

This SRS have to be added to projectionDefs in order to make the system work.
in particular for EPS7791 you have to add this entry:

Other useful information

This setting may activate many tools, anyway we have to take into account some limitation:

1. The Setting this may activate the Oblique Viewer. This additional panel allows to move the camera by clicking on the points (photos), but in this case, there is no way to catch the event of click, so the map will not be updated.
   

2. For projection provided, the cloud view is still not present, so we weren't able to test it. (same on the test viewer)

3. cross section is still not working (same on the test viewer)
