Likely after we make a bit more progress on freedomofpress/securedrop-tooling#5.

This repository will require some more work to stop running jobs in VMs and using plain containers instead.

It will also be the first repository to run a GHA job that requires access to a private token for the staging job, requiring
coordination with infra.
