Problem

We're adding the ability to edit software packages in #20404, but currently can't change anything about VPP apps without deleting and re-adding them.

What have you tried?

Potential solutions

On the software title detail page, enable the "Edit software" modal for VPP apps.

What is the expected workflow as a result of your proposal?

I go to the software title detail page for a VPP app, click "Edit", and can modify whether that app is self-service.

@rachaelshaw would this also allow users to update installed VPP apps on iOS and iPadOS hosts?
