TRUST_PARAM for SnapDeals

This is the first time we have a new proof params for the network, to make sure all network participants have the right params in the way that works for them, we should:

• check if there is the valid params locally
• if not fetch from the provided source

Make sure it's disabled for snap deals to make sure everyone is using the right proof for mainnet (not the temporary proof used for snap deals
