When lotus restarts, it will forget about ongoing F3 leases. The Miner, on the other hand, will remember that it has an ongoing lease won't try to participate again until it expires. This leads to a situation where both the miner & daemon need to be restarted one after the other to participate immediately, which is suboptimal.

Luckily, the node will start participating after the first lease expires. But this isn't good enough for things like network outages.
