storetheindex bootstrap node deployment

storetheindex project need to have some pubsub code running on bootstrap nodes.

currently this is filecoin-project/lotus#8045 we'll get it rebased against the current deploy branch.

This is to help make sure that there's a path for notification as we start getting uptake and not all lotus nodes have updated to versions that will forward these new gossip messages through the mesh.
