I want more control over the html, generated by the [embed_privacy_opt_out] shortcode:

1. Don't show an empty heading (meanwhile achived by the new embed_privacy_opt_out_headline filter)
2. Don't show an empty subline (meanwhile achived by the new embed_privacy_opt_out_subline filter)
3. Use an <ol> as the wrapper because of the ordered nature of its content, done by the plugins very own get_embeds query
4. Use <li>elements instead of <span>s to better reflect the semantics of this list
5. :bug: at least add the missing <p> to the rendered output, if everything else fails
