Switch to the latest React Router version

• React Router now provides functional updates for setSearchParams, so we can remove that from the library and rely on React Router implementation.
• React Router now supports optional path segments, so we need to support that too.
  • Looks like we have to wait for v6.6.3 [Bug]: generatePath doesn't work with optional params (v6.5.0-pre.1) remix-run/react-router#9736
  • There is also no parity between patterns for <Route> and matchPath in case of optional params Add optional path segment support to useMatch/matchPath remix-run/react-router#9862, [Bug]: matchPath doesn't work with optional parameters remix-run/react-router#9933
  • There is a potential bug with absolute child route paths [Bug]: Optional segments break absolute child route paths remix-run/react-router#9925
  • There are some problems with nested <Routes /> [Bug]: Optional Params can not work in /* mode remix-run/react-router#9929
