Add custom input generator and result verifier for merge() and approx_set()

Description

To properly exercise and verify the results of the merge(hyperloglog) -> hyperloglog and approx_set(x) -> hyperloglog functions in fuzzers, we need a custom input generator for merge() and the result verifiers for both of them.
