What is utility of Shop API Users form?

It would be great to explain the usefulness of the "Shop API Users" form today.

If I understand, to Export Shop list in JSON format (get_shops_list method at EyekraftShopList Controller), it need get a Shop list user auth by API key (authenticate method at EyekraftShopList Controller) then if I don't create a record for Shop API User, I can't to list the Shops

Does the Shop API Users form make sense to continue to be used with the current version 2.1 of the Yandex Maps API service?
