Current Build does not work without setup.py

When building the project via pip install -e . it throws the following error:

ERROR: OBR has a 'pyproject.toml' and its build backend is missing the 'build_editable' hook. 

Since it does not have a 'setup.py' nor a 'setup.cfg', it cannot be installed in editable mode. 

Consider using a build backend that supports PEP 660.

Correction: It does not work when trying a user install, i.e. installing without a virtual environment

Also for -e to work a recent version of pip eg. 23.3.1 and setup tools is needed.
