@tynes @K-Ho on rust side, only remaining task is in Kona and maili. @sebastianst @protolambda pls link issue, or in the lack thereof a pr, for each of the effected go components. add any missing go component headings if missing.

Need e2e test to make sure EIP-7702 transactions work on L2: ethereum-optimism/optimism#14156
