Interop: op-supervisor: Load logs from new blocks

Listen to incoming unsafe head update events (#11009) and fetch the logs for each block in the chain, including handling cases where the head block skips forward by more than one block. These should be output to the next stage in the fetcher pipeline.

Reorgs are not handled at this stage (they'll be identified by a separate stage in the pipeline).
