Issue Description
we have our devnet on Sepolia where we set the batch interval to 3 hrs.
batcher: https://sepolia.etherscan.io/address/0x332EffE698cb0fED2226b306264179e1a2f0B5e5
however, we noticed that it send a bunch of blob commit txs every 3 hrs instead of a single one. does this imply we should decrease the batch interval?
what's the best practice for choosing a proper batch interval?
