New node release for Sepolia! Get Ecotone-ready

This release sets up for Sepolia’s Ecotone activation on Wed Feb 21 17:00:00 UTC 2024. Watch for a guide coming to our dev docs next week that will let you know how to reconfigure your nodes to be ready for Ecotone and 4844.
