A request that esptool should save serial settings (baud rate, etc.) when opening the serial port, and restore them on exit.

Originally reported against esp-idf, but this relates to esptool:
espressif/esp-idf#60

It's not entirely clear this is a desirable/expected change, most serial programs (AFAIK) don't reconfigure the serial port on exit. Comments welcome.
