Bug: cleos error reporting

when the API rejects a connection, 3.1rc1 cleos prints strange messages:

/opt/wax-mandel/usr/local/bin/cleos -u http://127.0.0.1:8802 get info
Failed http request to nodeos at http://127.0.0.1:8802; is nodeos running?
  Common issue is message size too large. Check the log of nodeos.
  Error: connect: Connection refused

To be clear are you asking for the the message "Common issue is message size too large. Check the log of nodeos." to not be reported when the error is "Connection refused"? Or some other change?
