p2p syncing broken when working only with nodeos 3.1 peers and starting one peer from old #370

Might be duplicate of #369

When replaying blocks, then nodeos refuses to sync with any peers.
After restarting, other peers (all mandel 3.1) still refuse to sync blocks until they are also restarted.
After restart, they sync blocks for a bit and then get stuck. Probably when it requests blocks from another stuck peer?

I think this is probably not reproducible. Closing. Reopen if still having issues after implementing build with #369
