The traits-stubs package should have its own changelog. traits-stubs releases (especially bugfix releases) won't necessarily be aligned with traits releases, so it makes sense to keep the changelogs separate.

Related: #1254. If we distribute the stubs as part of Traits, there's no need for a separate changelog. If necessary, we can have a "Typing stubs" section in the regular changelog to record significant changes.

Closing this; we should be moving towards distributing the stubs with Traits. Having them separate isn't helpful.
