how do I understand this command

.\iE*: Radare2 imports all the dynamic export data from Frida for all the dynamic libraries.
Does this get memory data from remote frida server ?
If I do not put this command ,the "x" commnad will print out all 0 for memory?

It gets memory data from the target process via Frida. Probably you need to include the library name you want to import:

[0x04567234] .\iE* @ lib_target.so

or...

[0x04567234] .\iE* lib_target.so
