Room rights: Additional "owner" status?

As recommended in matrix-org/synapse#3293 I would like to ask and suggest:

Is it possible to add another status "owner" for rooms like in XMPP?
Reason: If I set Administrators in a Room I can not "disempower" this users anymore.

An "owner" status should:

• be the same as "admin" but with the additional right to disempower other admins.
• be transferable (in case of you delete you account as owner of a high frequented used room and want to delegate this role)

As mentioned in my other comment, I'd like to see a 99 level for admins, and 100 for owners.
