Add time picker navigation buttons to kibana

Prelert's kibana integration introduced zoom in/out and move left/right buttons to kibana's time picker.
These buttons proved very useful for navigating time without having to expand the time picker and manually change the time period.

When implemented in Prelert, the buttons were injected into kibana's chrome via jquery. It would be better if they were added to the global timepicker's html and directive.

This is similar to functionality suggested in issue #170
