Show values on chart setting is gone

Kibana version: 7.7, 7.8, master

Describe the bug:

When creating a bar chart the setting to "Show values on chart" under "Panel setting" is gone.

This is a regression in the editor and should be shown for bar charts. This should be fixed in a patch for 7.7.

can we use value on chart in line chart? i think it will be usefull if line chart have fitur "Show values on chart" too.

Values on line charts are currently not implemented in Kibana. This issue is only about fixing that switch having been gone for bar charts which have an implementation for it.
