Cleanup the test suites at the same time. Make it easier to create documents in different spaces when in security_and_spaces mode.

Also handle scenario from: #52967 (comment) where we have pre-created spaces we can create against.

Closing due to spaces plugin no longer disable-able. This means we no longer have a scenario where security is enabled and spaces is disabled that need test coverage.
