[Synthetics] Explore upgrade managed Synthetics package policies on monitor syncs

Kibana version: 8.8.0

Description of the problem including expected versus actual behavior:

Currently, when a new version of the integration package is released, monitors are only upgraded in 3 scenarios.

1. When the user visits the Fleet UI page, triggering a Fleet load which always upgrades managed package policies
2. When the user upgrades Kibana UI, triggering a Fleet load before bringing up Kibana
3. When the monitor is resaved, fetching the latest version of that time and overwriting the current policy with the most up to date spec.

When wanting to push out patch fixes mid-release, this cause a user to have to take either step 1 or 3 manually to apply the fix.

We should see if we can ensure that managed package policies are up to date on monitor syncs, to avoid users having to take manual steps to apply patch fixes.
