Illegal argument exception returns when navigating to the last page of agents

This defect found during Fleet scale testing.

A defect is intermittent. In some cases cannot be reproduced, exact conditions are not defined. I reproduced it with 10k agents.

Environment:
ESS cluster was built with oblt-cli.

Horde was used to deploy agents.

Kibana version:
8.2.2

Precondition to reproduce:
Have 10k agents in Fleet.

Steps to reproduce:

1. Navigate to the last page of agents.

Actual result:
"Error fetching agents" appears:

search_phase_execution_exception: [illegal_argument_exception] Reason: Result window is too large, from + size must be less than or equal to: [10000] but was [10020]. See the scroll api for a more efficient way to request large data sets. This limit can be set by changing the [index.max_result_window] index level setting.

Expected result:
No errors appear when navigating to the last page of agents.
