[RAC][Observability] Rules page flickers (auto refresh) when there are no rules.

Summary

On the Rules page, when no rules are created, or after deleting all the existing rules, the Rules page flicker due to auto-refresh.

It's related to the auto-refresh, which seems active even when there are no Rules. And the situation becomes worse when the interval of the auto-refresh is small, e.g., 2sec.

AC/Questions

• Do we need to check the rules even if there aren't any and the user is idle on the Rules page?
• Is the auto-refresh a Rules' table functionality? Or could it be called separately?
• The auto-refresh should happen in the background without flickering
